Batticaloa district itself has long history not only of affected by manmade disaster and also by the flood disaster. Several Flood disasters were occurred periodically from the years of 1957, 1978, 2007, 2008, 2010, 2011, 2012, 2013 and also 2014. In the year of 2014 flood has been hit in all 14 DS divisions in Baticaloa District, by 138406 families were affected.

To support the marginalized communities affected by flood disaster had been identified with sustainable drinking water and improved livelihood, and to involve them in DRR interventions in the Chenkalady division of Batticaloa district in Sri Lanka.

The Project on Flood Recovery and Disaster Risk Reduction (DRR) was funded by USAID in the year 2015. The project was implemented by PALM in collaboration with the Disaster Management Centers (DMC) in the divisional and district level. DMC staff have been consulted during the entire project cycle. The Departments of Agriculture and the Department of Fisheries participated during the implementation. District Medical Officers and PHI also played key role in the project especially in hygiene promotion and well clearing.

Labor, materials and community participation for trainings, workshop and meetings were collected via Project Implementation Committees. Relevant materials and machinery inputs for the water project received from the National Water Board.
